Update from Karen Hadden, ex. dir. at SEED Coalition in Austin, TX, at 6pm Central Time, Wed., Sept. 1:
HB 7 has now passed both houses of the Texas state legislature, both the House of Representatives and the Senate. The Senate has returned HB 7 back to the House to see if enough votes can be added to the original House vote that it takes it over 100 yes votes, making the bill take immediate force of law effect. (If not, there will be a time delay as to when the bill will have the force of law.) Karen recommends that Texans contact their State Representative, and urge them to vote yes on HB 7 tomorrow, given that the bill sends the message that Texas does not consent to highly radioactive waste storage in the state (even though, as laid out below, the legality of the bill -- especially vis-a-vis federal pre-emptions -- remains dubious).
