This horrorific news is reminiscent of the book Killing Our Own, by Harvey Wasserman, Robert Alvarez, and Norman Solomon--although it was focused on radioactivity releases by the nuclear weapons and power industry, not earthquakes caused by nuclear test blasts.

Another book about the nuclear weapons complex in various countries harming their own domestic populations with radioactivity releases is Nuclear Wastelands. Dr. Arjun Makhijani, President of Institute for Energy and Environmental Research, is a co-author.
