Dear Mr. Lodge

 

By emails dated October 9, 2020, and October 15, 2020, Beyond Nuclear, Don't Waste Michigan, Citizens Action Coalition, Michigan Safe Energy Future, Nuclear Energy Information Service, and Nuclear Information and Resource Service, expressed concern regarding granting relief associated with the reactor vessel closure head at Donald C. Cook Nuclear Plant, Unit No. 1.  By telephone conversation on October 14, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff provided a verbal authorization to Indiana Michigan Power Company for the proposed alternative ISIR-5-04 to the requirements of Title 10 of the Code of Federal Regulations Part 50 (10 CFR 50) 55a(g)(6)(ii)(D).  The NRC staff received all the information necessary from the licensee; conducted a thorough review; and made a safety determination before providing a verbal authorization.  The details of this authorization can be located at Agencywide Documents Access and Management System Accession No. ML20290A425.  The NRC staff expects a full written safety evaluation supporting the verbal authorization to be available as soon as practicable, but within 150 days.
